Windows 7 - Cannot download any clip art with a .png extension

I cannot seem to download any clip art that has a .png extension. I am using
Office XP SP3 on Windows XP SP2 Professional.

I get an error message that says the below.

Clip Organizer cannot complete the operation.
Catastrophic Failure
Error Code 0x8000FFFF

I have verifed that the Microsoft Office Template and Media Control add-on
is present and enabled. I have done what is suggested in the below article
but nothing has help. Any advice would be greatly appreciated.

Have you updated your Java console?

Thank you for the response. Yes, I updated the Java console. I still had the
same results.

Jeff, This error has been reported in all sorts of programs, upgrades and other
situations. No two solutions are the same. I don't know how else to help you.
