It isn't just the server names, you also need to have the security settings
configured correctly (and you need to be a Hotmail Plus subscriber - it may or
may not work for you if you are a MSN Premium or Dial-up subscriber):

Servers settings:
Incoming mail: pop3.live.com
Outgoing mail: smtp.live.com
Account name: Your e-mail address (name@live.com)
Password: Your password
Log on using Secure Password Authentication (SPA): No
Server requires authentication: Yes

Port settings:
Incoming mail port 995, SSL encryption required
Outgoing mail: 25
SSL Connection: Checked (TSL in Outlook 2007)

To echo Stephen B.' input a few items of importance on pdas and other similar devices

Once the account is provisioned for pop3(Hotmail Plus, Msn Pop3 Legacy or in some cases an Msn Partner may have an account
provisioned for pop3)
Some handheld/mobile devices use this format instead of a separate option for port numbers
Incoming mail: pop3.live.com:995
Outgoing mail: smtp.live.com:25

Finally the username needs to be specific to the type of account.
Account name: Your e-mail address (name@live.com, or name@hotmail.com, or name@msn.com)

Do you actually have an account that meets the criteria for use of the pop3/smtp protocol.

Which one of these do you have ?
Hotmail Plus(signup required, $20/yr, U.S. based, credit card paid)
Msn Pop3 legacy account(none have been issued this century)

If you have one of these accounts, does it function in an existing email client on a computer ?

If no to the first or second question, it is unlikely it will work on a Palm.
