Windows 7 - upgrade to paid account

I am the newly elected director and business manager for a performing musical
ensemble of approximately 130 members (NY Skyliners Alumni Drum & Bugle
Corps). I would like to be able to use hotmail as my method of
communications to the membership, but I am told that I cannot send emails to
more than 10 individuals unless I upgrade to a paid account. However, I
cannot seem to find any links that would allow me to do so. I currently have
two hotmail accounts: revansphoto@hotmail.com and
skyalumdirector@hotmail.com.
Can you direct me to a link to upgrade to a paid account?

Note: An article was posted by the Windows Live Hotmail Team in March 2009 states
If you are a new free user, you might be limited to as low as 10 max recipients limit which is a temporary restriction and is
upgraded to the 100 (previously it was 50 - changed in Sep '09 update) max recipients limit as soon as the user establishes
credibility in the system.
If you are a paid user, you can add up to 100 recipients to an outgoing email

Note: It appears to say that a free account eventually is capable of 100 max recipients(when credibility occurs to send 100 is not
stated). A paid user(Hotmail Plus) can add up to 100 recipients.
- whether that means they have the same limits or Hotmail Plus can have up to 200 is unclear or free accounts after credibility
eventual have the same capability as paid accounts(100 each) is also unclear
- best to check prior to shelling out the $20.
