Change new wirless network to "on demand", instead of "automatic"

Hello,

When a user connects to a new wireless network (using windows wireless
services)  ,the default setting is "automatic" connection.

Is there a way to change settings ,that When a user connects to a new
wireless network ,the default setting would be "on demand"?

Control Panel/Network Connection/Wireless Connection Properties,

Vista and Win 7, In the Network Control center (up and left) there is a link
to Wireless management.
