Windows 7 - Taskbar - can't add icons to it

I recently had to restore my MCE. Relatively smooth. But whenever I try to
drag icons to the Taskbar to use as shortcuts, the vertical black bar doesn't
show up and there is a black-sashed circle that prevents me from adding the
icon to the taskbar. And, yes, the "Lock the Taskbar" is off. Any help would
be much appreciated!

Right-click on the toolbar. Click on "Toolbars" in the menu that
appears, then select "Quick launch".

Had a hard drive crash in Nov. 2009 & after getting a new hard drive & reinstalling everything some things just aren't the same. still trying to make corrections.
