Why can't XP Service Pack 2 be downloaded to CD or thumb drive?

I have a laptop that has a network connection problem. All it needs is
Service pack 2 to install an application that requires it. I go to
Microsoft's site, but it will only download and install to current
machine connected. I wanted to download the sp2 to my thumb drive and
install it on that laptop that needed it. Microsoft wants you to order
this Sp2 cd which takes 4-6 weeks. Why are they making this so
difficult?

download to thumbdrive or harddrive. I just want to download it to my
thumbdrive which i can take over to the laptop that needs sp2
installed.

Ok. It took a few minutes, but it finally popped up the "save as"
button for me to save to the hard drive and then for me to copy to my
thumb drive. Thanks.
