1. Before doing anything else, write down the .NET Framework versions which
are already installed:

How to determine which versions of the .NET Framework are installed and
whether service packs have been applied
http://support.microsoft.com/kb/318785

2. Now see Resolution Method 2 in http://support.microsoft.com/kb/923100.
After running the appropriate/needed tool, (re)install all .NET Framework
versions manually using the download links on the page.

PA Bear,

Thanks for response. Issue resolved. Previous versionof .NET (1.1 etc)
shown as installed tried to download and install full version of 3.5 but same
issue. Didn't dwonload and (re) load earlier version. Tried to take System
Restore route to earlier time but no restore points found nor could I create
any. Decided that perhaps I have some files corrupt; though sfc found
nothing, and decided to do repair install. This sucessfull. System Restore
functioning correctly and all outstanding updates includes this reported one,
installed without issues.

Everything OK now. Thanks for support.

YW & thanks for your feedback!

YW & thanks for your feedback!

PS: You may (still) have a hijackware infection. A Repair Install will
*not* correct that.

My OS is Windows XP MCE Version 2002 SP3.
My hats off to you for your solution to the problem I have had since May/09.
After I removed the .net Framework installations in control panel and then
went to C:\Windows\Microsoft.net\Framework and deleted the version nos. I
found there and then rebooted my computer before reinstalling the .net
Framework versions that I downloaded (based on your item 2 solution) up to
version 2.0 (later versions will not install. I tried it several times and
gave up.) Well, at this point I thought of reinstalling KB951847 and
surprise, surprise, surprise!!! It worked!!!
KB951... installed versions 2.1, 3.0, 3.1, 3.5 Family and 3.5 SP1.
Once again, thanks a bunch.
