Launch Local Group Policy Editor. Go to Computer Configuration from the
left pane, then Administrative Templates, Windows Components, and then
Windows Mail. Right click on Turn off Windows Mail application and
select Properties. Click on Enabled and then OK. Finally close the Local
Group Policy Editor window.

That depends on what your other email program is.Why keep it a secret?
It may not have a capability to register with Vista, so may require a special fix.

LSA vs LSP GUI on Vista / 2008? Windows 7 Hi, Each Local Machine contains a database of privileges assigned to Accounts (LSA), but these privileges can be over-ridden by Group Policy. In Vista / 2008 there is a clever Local Security Policy GUI feature that shows a different icon depending on whether the list of can confirm that there are no APIs to query domain security policy. RSoP enumerates only Group Policy Objects (GPOs) defined at domain level, and LsaEnumerateAccountsWithUserRight is used to retrieve the local level. Therefore, I think that your solution is the right way to distinguish between the or COM object to list LSA privs (I will double confirm it with the product group and will let you know if I was wrong). However, it's not difficult to HKLM \ Software \ Classes, AppID, CLSID, then x-ref GUIDs pointing all over the place, then launch / activation ACLs. It's easy on a local machine with Admin rights and Visual Studio, but I have not found a good way
What permissions are needed to be able to use the windows installer?
