I cannot get System Restore to work.

I got Trojan.Heur.GZ on my desktop.  I have since been able to remove it.
However, it disabled my System Restore function.

I get the message 'System Restore has been turned off by group policy.  To
turn on System Restore, contact your domain Administrator.'

My question is, how do I get this turned back on?  I have Windows XP on my
machine.
