Windows 7 - XPe SP3?

I've just seen an announcement about SP3 for XP Embedded.  It talks about a
SP2c which I'm not aware of but seems to imply that if I'm at SP2, it will
apply all the updates since.  Not sure if that includes Feature Pack 2007 or
Update Rollup 1?  It would sure be nice if I could just apply SP3 to a system
that's at SP2.  Anyone have more information on how all this works?

It seems to be an update for XP Professional For Embedded System that
I think is different from XP Embedded. Is it right?
